The Dual Disaster Handbook, created by the American Flood Coalition and American Public Health Association, helps local officials and emergency managers address the dual disaster of flooding during the COVID-19 pandemic. Drawing on case studies and best practices from emergency management professionals, the Handbook equips officials with six recommendations for planning a proactive response to these multiple threats.

FEMA’s COVID-19 Pandemic Operational Guidance All-Hazards helps state, local, tribal, and territorial officials prepare for response and recovery operations after disasters, including hurricanes, flooding, wildfires, and typhoons. The guidance encourages personal preparedness measures amid the ongoing COVID-19 pandemic.

National Mass Care Strategy

The National Mass Care Strategy is a unified approach to support the delivery of mass care services  — including sheltering, feeding, and related services — amid flooding and other disasters. The Strategy was developed by the Federal Emergency Management Agency, American Red Cross, and National Voluntary Organizations Active in Disaster.
