American Flood Coalition Grows, Adds Government Relations Director
Seasoned legislative veteran and policy analyst have joined the Coalition’s growing team—will drive action on flooding and sea level rise issues.

The American Flood Coalition has added a Government Relations Director and new Policy Associate to its growing team.
Attorney and Capitol Hill veteran Dante Cutrona has joined the American Flood Coalition as the new Government Relations Director, where he will focus on guiding outreach to elected officials in support of the Coalition’s mission to advance solutions that protect communities vulnerable to flooding and sea level rise.
“Dante has a wealth of experience from his tenure on Capitol Hill, where he worked across the aisle to effectively build coalitions around environmental and infrastructure issues. We’re thrilled to add him to the team to work on behalf of our coalition members,” said Executive Director Melissa Roberts.
Cutrona brings over a decade of legislative, political, and legal experience to his new role. He previously served as the Chief of Staff for Rep. Ryan Costello and Rep. Dan Meuser. In addition, he served as Rep. Costello’s Legislative Director and oversaw the Congressman’s assignments to the House Energy & Commerce and Transportation & Infrastructure Committees.
Previously, Cutrona served as the Legislative Director for Rep. Jim Gerlach and as a Legislative Assistant for former House Rules Committee Chairman Rep. David Dreier.
Victoria Sclafani has also joined the Coalition as a Policy Associate, and will focus on development of the Coalition’s policy strategy, conducting research, and educating policymakers on behalf of the Coalition.
“Victoria brings an important perspective to the team,” says Executive Director Melissa Roberts. “Her experience working directly with and advocating for cities and municipalities at the state level will be a valuable addition.”
Prior to joining the Coalition staff, Sclafani worked at the Massachusetts Municipal Association as the primary legislative analyst for issues related to environment, infrastructure, and transportation. While there, her work included analyzing and weighing in on numerous policy proposals relating to adaptation and resilience and collaborating with local officials to set the Association’s policy agenda and identify best practices for cities and towns.
The American Flood Coalition is a nonpartisan group of cities, elected officials, military leaders, businesses, and civic groups that have come together to drive adaptation to the reality of higher seas, stronger storms, and more frequent flooding through national solutions that support flood-affected communities and protect our nation’s residents, economy, and military installations.
