Delegate Kelly Fowler is a Virginia Beach resident and representative for the 21st District in the Virginia House of Delegates. Kelly and her husband Dave have two daughters, Tessa and Sophie.

She graduated from Virginia Wesleyan College, with a double major in Psychology and Criminal Justice. She also has a Masters degree in Education from Old Dominion University.

Flooding is one of the biggest issues facing residents in Virginia Beach and the surrounding region and Delegate Fowler is committed to working collaboratively on solutions. After the 2018 session, she held a series of roundtables with local stakeholders, residents, and city officials to collaborate on legislation that will address flooding at the State level in the General Assembly. She is on the Member Advisory Board of the American Flood Coalition and through proposed legislation, advocates for disclosures and accountability.
