Biography

Elizabeth Biser is the president of Biser Strategies, an environmental policy consulting firm, and previously served as secretary of the North Carolina Department of Environmental Quality. Elizabeth was the first woman to lead the agency, which protects the state’s air, water, land, and coastal resources. In that role, she led North Carolina’s efforts to address PFAS contamination, proposing new groundwater and surface water standards, and partnering with other states to petition the EPA to address PFAS-related air pollution. She also oversaw the implementation of $6.5 billion in state and federal investments to improve water and sewer infrastructure across North Carolina, as well as the development of the NC Flood Resiliency Blueprint, creating a statewide planning framework to help North Carolina communities respond to flood events. 

In 2023, Elizabeth served as president of the Environmental Council of the States, the national nonpartisan association of state and territorial environmental agency leaders. Previously, Elizabeth served as a vice president at The Recycling Partnership, a national nonprofit dedicated to transforming recycling systems.
