Shelly Willingham is a Democratic member of the North Carolina House of Representatives, serving District 23, Edgecombe and Martin Counties. A native of Rocky Mount and graduate of Elizabeth City State University, he is familiar with the most pressing challenges and issues facing the citizens of eastern North Carolina.
Prior to his tenure in the North Carolina House of Representatives, he served on the Edgecombe County Board of Commissioners, the Rocky Mount School Board, and the Edgecombe County Board of Elections.
Rep. Willingham is a member of the House Committees on Alcoholic Beverage Control, Appropriations, Appropriations- Transportation, Elections and Ethics Law, Insurance, Rules, Calendar and Operations of the House, and State and Local Government. Additionally, he sits on the House Select Committees on COVID-19, Disaster Relief and Residential Planning and Permitting.
Shelly lives with his wife in Rocky Mount, where he practices as an independent real estate investor. He is active in the community and has previously served as a member of the Down East Partnership for Children.
