Senator, West Virginia

West Virginia is all too familiar with the devastation flooding can bring. That’s why when crafting the bipartisan Infrastructure Investments and Jobs Act, we worked to ensure new infrastructure would be resilient to withstand the test of time and extreme weather events. As Ranking Member of the Environment and Public Works Committee, I’ll continue working with federal partners to ensure states and localities have the resources they need to protect their communities against flooding. Through my work on the Homeland Security Appropriations subcommittee, I’m equally proud to be a consistent champion of FEMA. We have seen and needed their work in West Virginia far too often. I’m honored to be recognized by the American Flood Coalition and appreciate all their efforts on this issue.

Senator Shelley Moore Capito represents the state of West Virginia in the U.S. Senate.

A West Virginia native and daughter of former Governor Arch Moore Jr., Capito earned a B.S. from Duke University and a M.A. in Education from the University of Virginia. Her professional career began as a college counselor and advisor for students at West Virginia State University. Capito later served as director of the Educational Information Center for the West Virginia Board of Regents, where she advised on higher education policy for the state.

Ms. Capito served in the West Virginia House of Representatives from 1997–2001 before representing the Mountain State in the U.S. House of Representatives from 2001–2015. She successfully ran for the U.S. Senate in 2014, becoming the first female Senator in West Virginia’s history.

In the 117th Congress, Senator Capito serves as Ranking Member of the Senate Committee on Environment and Public Works, where she leads federal policy on transportation, water resources, and other key issue areas. She also serves on the Senate Committees on Commerce, Science, and Transportation, and Appropriations, including as Ranking Member of its Subcommittee on Homeland Security, and as a member of other subcommittees that oversee spending on flood resilience efforts.

Senator Capito was instrumental in compiling surface transportation, water, and wastewater provisions in the bipartisan Infrastructure Investment and Jobs Act. This historic law delivered once-in-a-generation investment in federal programs and projects to protect America from various flooding threats.

Ms. Capito lives in Charleston with her husband, Charlie. They are the proud parents of three children and seven grandchildren.
