Rep. Morgan McGarvey

Morgan McGarvey represents Kentucky’s 3rd Congressional District in the U.S. House of Representatives.

Born and raised in Louisville, Kentucky, Mr. McGarvey earned a Bachelor of Arts in journalism from the University of Missouri and a Juris Doctor from the University of Kentucky College of Law. Before being elected to Congress in 2022, he served on the staff of a U.S. House Representative, in the Kentucky Attorney General’s office, practiced law, and spent ten years in the Kentucky State Senate, including four years as Minority Leader.

In the 119th Congress, Rep. McGarvey serves on the House Committee on the Budget, the House Committee on Small Business, and the House Committee on Veterans’ Affairs.

Since joining Congress, Rep. McGarvey has supported flood resilience and disaster recovery for Louisville and communities across the Ohio River Basin. Among other efforts, Rep. McGarvey has supported bipartisan proposals to reform FEMA’s disaster response and resilience programs. In addition to securing federal investments to address flooding and upgrade Louisville-area stormwater infrastructure, Rep. McGarvey has introduced policy proposals that would dedicate federal funding for Ohio River Basin restoration to improve river health and better communities against major storms and flooding.

Kentucky faces increasing flooding and extreme weather impacts, earning three federal major disaster declarations in 2025. In the wake of historic flooding in Louisville, Rep. McGarvey advocated for FEMA recovery resources and federal flood resilience investments for the region.

Mr. McGarvey and his wife, Chris, live in Louisville, Kentucky, with their three children.
