Hector Alcala serves as Executive Judge of Menifee County, Kentucky, appointed in 2025. Leading a rural community nestled in the Daniel Boone National Forest between Cave Run Lake and the Red River Gorge, Judge Alcala focuses on practical, locally led flood resilience. After recent severe events, including 2021 flash-flood mudslides, Helene’s 2024 winds and power outages, and federally declared floods in 2025, he is prioritizing right-sized stormwater upgrades, nature-based solutions, and stronger emergency readiness. Through the American Flood Coalition, Menifee County and Judge Alcala seek to advance flooding solutions, peer learning, and shovel-ready projects that protect people, infrastructure, and natural assets.
