Cathy Skurow

Mayor Cathy Skurow served as Mayor of Portland, Texas, from May 2018 to May 2026, bringing to the role nearly two decades of public service and the technical expertise of a licensed Professional Engineer. Before becoming mayor, she served for nearly 15 years as a Portland City Council member and three terms as Mayor Pro-Tem — giving her an exceptionally deep understanding of the city’s governance, infrastructure, and community needs.

A graduate of the University of Texas at San Antonio with a Bachelor of Science in Civil Engineering, Mayor Skurow is registered with the Texas Board of Professional Engineers. Her engineering background informs her approach to the flood, drainage, and coastal infrastructure challenges facing Portland, a Gulf Coast city in San Patricio County situated along Corpus Christi Bay.

Mayor Skurow serves on the American Flood Coalition Member Advisory Board, contributing her frontline perspective on the flood resilience needs of South Texas coastal communities to national policy conversations. She was appointed by Governor Greg Abbott to the Commission on State Emergency Communications and has been reappointed through September 2029. She was also elected in 2021 to the Texas Municipal League Board of Directors, representing cities across a 15-county region.

Her extensive civic footprint includes leadership roles with the Boys & Girls Clubs of the Coastal Bend, the Corpus Christi Regional Economic Development Corporation, the South Texas Botanical Gardens and Nature Center, the San Patricio County Economic Development Commission, and the Corpus Christi Metropolitan Planning Organization, among many others.
