Faustine Luo

Policy Associate

Faustine is a Policy Associate at the American Flood Coalition, where she conducts research and policy analysis to advance transportation resilience and improve access to federal resources for disaster resilience. Her work includes program analysis and stakeholder engagement to support more equitable, streamlined systems for various entities navigating federal funding.

Prior to joining AFC, Faustine contributed to various energy and climate initiatives in Canada, including stakeholder engagement processes supporting the implementation of carbon capture, utilization, and storage (CCUS) technologies, as well as municipal efforts to accelerate clean technology and low-carbon transportation. She brings experience in Canada–U.S. transboundary water management, with a focus on the Great Lakes and the Columbia River Basin in the Pacific Northwest.

Faustine holds a BA in International Relations from the University of Toronto, a MASc in Environmental Science and Management from Toronto Metropolitan University, and a graduate certificate in Environmental Policy from The New School.
