American Flood Coalition Recognizes Representative Troy Carter as a Federal Champion

As Louisiana and the Gulf Coast face stronger storms, Rep. Carter commits to leading on smart, proactive flood solutions.

WASHINGTON, DC — November 30, 2023 — The American Flood Coalition today recognized Congressman Troy A. Carter, Sr. (D-LA) as a Federal Champion for his leadership, public service, and commitment to finding solutions to challenges posed by flooding.

“As a New Orleans native, I’ve experienced the destruction and pain caused by flooding firsthand, as well as the importance of recovering in a way that ensures we are more resilient against future floods,” said Rep. Carter. “That’s why I’m proud to serve as co-chair the Flood Resiliency Caucus. I am proud and honored to be recognized as a Federal Champion and will work alongside the American Flood Coalition in driving transformational solutions to flooding and sea level rise, especially along the Gulf Coast.”

Rep. Carter joins 38 bipartisan AFC Federal Champions, members of Congress dedicated to advancing solutions to stronger storms, more frequent flooding, and higher seas. Rep. Carter is the third Federal Champion from Louisiana, joining Senator Bill Cassidy and Rep. Garret Graves from the Pelican State.

“Whether leading efforts to more effectively support flood survivors or applying a comprehensive resilience lens across infrastructure investments, Representative Carter understands the challenges and opportunities of building flood resilience,” said Melissa Roberts, Executive Director of the American Flood Coalition. “As a native New Orleanian who has experienced firsthand some of this country’s most devastating storms, Representative Carter offers an important perspective and exciting energy to our roster of Federal Champions.” 

Rep. Carter currently serves on the House Committee on Transportation & Infrastructure and the House Committee on Homeland Security, where he serves as the lead Democrat on its Subcommittee on Emergency Management and Technology. Through these roles, Representative Carter has championed once-in-a-generation federal funding for flood-resilient infrastructure.

Rep. Carter has also been a leader on bipartisan proposals that would strengthen federal programs to better serve those on the front lines of flooding and sea level rise.
