Billy Richardson

Former State Representative, North Carolina-44th District

Billy Richardson was a Democratic member of the North Carolina House of Representatives, serving District 44, Cumberland County.  A native North Carolinian, he was born in New Bern and attended public schools in Fayetteville. Billy graduated from Terry Sanford High School, received his BA from UNC-Chapel Hill, and JD from Campbell University School of Law.  

He served two terms in the North Carolina House of Representatives from 1992 – 1996 and returned to the General Assembly in 2015. Billy has served as an Assistant District Attorney for the 12th Judicial District in Cumberland County, defense attorney, and civil advocate.  Billy is the founder of The Richardson Firm and currently practices alongside his son Matthew. He is most passionate about policy issues concerning public education, environmental and water resources, and the criminal justice system. 

Billy maintains a deep and personal association with his community and district.   He has served as President of the Education Foundation of Cumberland County, and as a former member of the Board of Visitors at the University of North Carolina at Chapel Hill and University of North Carolina at Wilmington.  Additionally, Billy was a member of the Fayetteville Regional Chamber and is former President of the YMCA of the Sandhills. 

Rep. Richardson and his wife Barbara raised three children together and are now the proud grandparents of five.  Members of St. John’s Episcopal Church, they enjoy spending time with family and serving their community.
