Shannon Langer

Chief of Staff

Shannon Langer is the Chief of Staff at the American Flood Coalition, where she facilitates organizational reflection and learning and provides cross-team project management.

Shannon is a seasoned executive with two decades of experience in the national security community. Most recently, she served as the Assistant Director for Global Partnerships for the National Counterterrorism Center. Her career also includes roles such as Director of Information Sharing & Access at the National Security Council, where she advised White House leadership during the 2015-2016 refugee crisis. She later served as Deputy Director of IT Services and Data Strategy for the National Counterterrorism Center, where she led the largest contract transition in agency history, establishing governance models that linked investments to strategic outcomes. She was also the first Executive Director of the National Counterproliferation Center.

Shannon holds a master’s degree in public administration from George Mason University and a bachelor’s degree in international affairs from George Washington University.
